In 2014, the Balboa Reservoir adjacent to Westwood Park was identified for the Public Land for Housing Program. In 2015, the Balboa Reservoir Community Advisory Committee (CAC) was established and a Westwood Park board member consistently held a position, advocating for our neighborhood. In 2016, the Westwood Park Association surveyed its residents and decided on common goals including reducing the number of units, increased parking, open space and height limitations. In 2017, the City chose the development team, which consisted of a partnership between BRIDGE Housing and Avalon Bay Communities. In August 2020, the San Francisco Board of Supervisors approved the proposed development of 1,100 units on 17 acres of the Balboa Reservoir. In July 2021, the CAC sunsetted. The project is scheduled to break ground in mid-2022, to be completed by 2026.
Westwood Park Association involvement
Since Westwood Park is the only neighborhood directly adjacent to the proposed development, the WPA recognized that residents want to be involved in shaping its future. The WPA set up a subcommittee to serve as a conduit between our board president (a member of the CAC) and Westwood Park residents, who provided feedback to the subcommittee. That information was forwarded to the WPA board president to use during the monthly public CAC meetings. WPA provided regular Balboa updates to the homeowners through newsletters, meetings and other communications.
